In Transition: Towards a Green, Digital, & Resilient Europe?

Europe faces significant pressures, from Russian aggression and the rise of China to economic volatility and climate change. In this context, political and business leaders across Europe are sharply focused on energy security, supply chains, and emerging technologies, as well as weaknesses in the continent’s social, economic, and defense architectures. As these dynamics raise concerns about growth, resilience, and strategic autonomy, EU institutions have reinforced their commitments to the green and digital transitions as a means to meet the challenges facing Europe.

In the area of climate, Europe is tasked with balancing sustainability goals with energy security and economic growth. In the technology sphere, while Europe leads in digital regulation, it must also confront its widening technology gaps with the U.S. and China. Finally, as calls for greater EU social, fiscal, and defense competencies grow louder, resistance still lingers in certain national capitals.

The 2023 Transatlantic Policy Symposium asks you to consider how Europe is transitioning into a green, digital, and/or resilient power and to reflect on the challenges and opportunities entailed by these transitions. What problems must be addressed, what are the solutions, and what actors must rise to deliver the priorities on Europe’s political agenda? We welcome analysis and expertise from your respective academic discipline (Political Science, Business, Economics, History, Cultural Studies, or others).
